Clayface - healed by a chemical spill, but still weak after recently dissolving in water - created Annie in the shape of a little girl. Just a piece of him, sent off to spy around and report back.
What he didn't expect was that his weakened state would lead to a near complete split between himself and her. Disoriented, the then unnamed girl completely forgot her mission, taking on the identity of her form - a lost and confused child, wandering the streets of Gotham, able tos sense the main body of Clayface but unable to understand why he was so intent on catching her.
